As your Clark Public Utilities Commissioner, I promote outstanding customer service, energy and water conservation and efficiency, effective management, and community and environmental programs.
With excellent employee work, we are a winner of the J.D. Power customer satisfaction award and recognized as a Reliable Public Power Provider for reliable and safe electric service including workforce development and system improvement. Conservation and power and water efficiencies allowed the utility to avoid costly investments. We exceeded our regional energy conservation goals. And we supported rooftop and community solar. As needs change, the Integrated Resource and Water System plans will drive future conservation and resource acquisitions. The utility operates effectively, one electrical rate increase in 15 years and one water rate increase in 13 years. Operation Warm Heart, Senior Rate Credit and other programs assist income limited customers. Plus tree planting, watershed restoration, and student field trips inform and improve our community.
Utilities are increasingly complex, carbon-free energy requirements and rising electric and water demands. I’ll advocate for power and water at nonprofit rates and use my experience, commitment, and background to meet our power and water supply, reliability, and infrastructure challenges.
I hope to earn your vote for my re-election.

Clark PUD is well run, providing affordable services reliably. But decarbonizing and electrifying everything pose new challenges and requiring new thinking.
The BPA hydro system can no longer deliver our full requirements - we aren’t building more dams, and climate change means snowpack is diminishing. Solar can go far to meet our needs, but we need a lot. Changing how we build solar will help. Partnering with Eastside Public Utilities to build solar there translates to 150% of generation from the same investment. Changing community solar programs means we can benefit both from more generation and from the dividends of our investments. (MatthewsForClarkPUD.org for details)
Why vote for me? I have over 40 years experience encompassing every aspect of our electrical system. I have the knowledge, skills and abilities to help transition on how we get and use electricity. I can help CPUD make the changes to continue its success.
I’ve lived in Clark County most of my life, and am so grateful to call our planet’s best place home. I also have two grandchildren who deserve to enjoy the same quality of life I have. We face many changes, but these changes will make our lives even better!
