Serving as your King County District Court Judge has been one of the greatest honors of my life. It is a privilege to serve the people of King County with fairness, integrity, and respect. With 32 years of experience in the criminal justice system, I am committed to applying the law fairly while ensuring everyone is heard. Access to justice is paramount in my courtroom. Many people appear before the court experiencing fear, anxiety, and uncertainty. I listen carefully, explain the law clearly, and treat every person with dignity. Justice is about more than punishment. Accountability is essential, but so are opportunities for rehabilitation and redemption. Connecting people with treatment, job training, and community resources helps reduce recidivism and strengthens public safety. We are worth more than the worst thing we have ever done. As Washington State’s first Samoan judge, my path to the bench began as a court clerk before graduating from the WSBA Rule 6 Law Clerk Program. I have served as a public defender, prosecutor, civil litigator, Assistant Attorney General in American Samoa, and now as your judge, participating in nearly 200 jury trials. I remain dedicated to serving our diverse communities with fairness, compassion, and accountability.

A judge needs experience, integrity, and compassion. I offer all three. For 36 years, I have served as an Administrative Law Judge, Judge Pro Tem, prosecutor, and defense attorney, drawing on experience from every side of the courtroom. I’ve gained a balanced understanding of our legal system and the need to apply the law fairly, impartially, and with respect for every person who appears in court. As a twice-elected Des Moines City Councilmember, I understand how court decisions affect individuals, families, businesses, and communities. Character matters. The conduct of a judge–both on and off the bench–either earns or loses the public’s trust. Throughout my career, I have treated court staff and everyone who enters the courtroom with dignity and respect. “Harry is extraordinarily well qualified to serve on the court” – Rebecca Robertson, Chief Judge, KCDC. I am proudly endorsed by judges of the King County District Court and Superior Courts and mayors and elected officials throughout the Southwest Division.
